2月20日，中國化工學會戴厚良理事長代表中國化工學會和中國化工科技工作者，向世界化學工程聯合會、亞太化工聯盟、歐洲化學工程聯盟、日本化學工學會、德國德西瑪協會、美國化學工程師學會、法國過程工程學會等七家友好國際化工組織致函，通報中國新型冠狀病毒疫情爆發以來，中國人民在習近平主席和中國政府的領導下，萬眾一心、同舟共濟，全力以赴地打贏疫情防控阻擊戰的情況，并對全世界各國朋友、友好國際化工組織、全球化工科技工作者對中國給予的關懷和支持表示了感謝。

    戴厚良理事長在致函中表示，疫情發生后中國政府本著對中國人民和國際社會高度負責的態度，充分發揮中國的制度優勢，超常規地采取了最全面、最嚴格、最徹底的防控舉措。中國政府始終秉承人類命運共同體的理念，不僅維護中國人民的健康，也為保障全球公共安全、保護世界人民做出積極貢獻。

    他介紹了中國科學家和科技工作者在抗擊疫情中，展現出了非凡的能力。他們沖鋒在前、無私奉獻，在疾病防治、科研攻關、決策咨詢和科學傳播等領域發揮著重要作用。中國化工科技工作者在科學研究、智庫咨詢、保障生產、普及知識等方面全面發力，為抗擊疫情做出了積極的努力和突出的貢獻。

    戴厚良理事長倡議國際社會及國際化工領域攜手應對，加強合作，共同贏得這場維護人類健康斗爭的勝利。他表示，希望中國化工學會與各友好國際化工組織進一步加強合作，攜手為世界化工科技發展做出更大貢獻。

    疫情發生后，中國政府本著對中國人民和國際社會高度負責的態度，充分發揮中國的制度優勢，超常規地采取了最全面、最嚴格、最徹底的防控舉措。中國政府付出最大的努力科學防治，精準施策；組織全社會力量全力救治病患，盡最大努力減少重癥和死亡病例；同時成立科研攻關專家組，加快疫苗研制；建立了疫情防控物資全國統一調度制度，及時協調調度防控所需醫護人員、醫用物資和居民生活必需品。

    中國政府始終秉承人類命運共同體的理念，采取這些強力措施不僅是為了維護中國人民的健康，也將為積極保障全球公共安全、保護世界人民做出貢獻，世界衛生組織及許多國家對此予以充分肯定和高度評價。經過這段時間的高效措施和艱苦努力，目前疫情形勢已經出現積極變化，防控工作取得積極成效。我們有充分的信心、能力和把握很快贏得這場戰斗。

     在抗擊疫情中，中國科學家和科技工作者展現出了非凡的能力。他們沖鋒在前、無私奉獻、同舟共濟、科學防治，發揮著重要作用。中國科協與其所屬210家學會和國際伙伴緊密合作，廣泛動員科學家和專業醫護人員投入疾病防治、科研攻關、決策咨詢和科學傳播。在中國科協的領導下，中國化工學會積極協調一切可能資源，倡導學術界、科技界及產業界行動起來打贏疫情防控阻擊戰。中國化工科技工作者在科學研究、智庫咨詢、保障生產、普及知識等方面全面發力，為抗擊疫情做出了積極的努力和突出的貢獻。

Dear President/Chair of WCEC, APCChE, EFCE, SCEJ, DECHEMA, AIChE, SFGP，

Since the outbreak of COVID-19, the Chinese people, under the leadership of President Xi Jinping and Chinese government, are working hard as a union to fight against this epidemic. In this special period, CIESC sincerely thank friends from all over the world for the full understanding and strong support on China and express our sincere thanks and greetings to friendly international organizations of chemical industry and engineering, and global chemical engineers and workers for your attention and support.

With the attitude of responsibility to the Chinese people and the world, Chinese government are giving full play to China-characteristic system advantages, making all efforts in medical treatment of the patients for reducing severe and fatal cases. A national expert group has been assigned to speed up the research and development of vaccines. In tackling the outbreak, the State Council of China has established a centralized dispatch system for the distribution of medical personnel, medical supplies and citizen’s daily necessities.

The Chinese government has always adhered to the concept of a Community with a Shared Future for mankind and the world. These strong measures taken during this period are not only for the Chinese people’s health, but also for the sake of global public safety. WHO officials and many other government and healthcare officials across the globe are applauding China’s unprecedented and aggressive response. Currently, the prevention and control work has achieved positive results and the epidemic situation has shown positive changes due to concerted hard work. We have full confidence in our ability to prevail over the epidemic at an early date.

The fearless and selfless Chinese scientists, doctors and nurses are the mainstay in this battle, making strenuous efforts to counter the epidemic. China Association for Science and Technology (CAST) and its 210 member societies are working closely with international partners by mobilizing scientists and professionals with expertise on medical treatment, scientific research, policy-making and science communication in the epidemic control. As a member of CAST and under CAST’s guidance, CIESC has actively coordinated all resources available, calling the academies, scientific and technological institutions and industrial enterprises to take action to battle against the epidemic. The Chinese chemical scientists and engineers have made all-round efforts in scientific research, public consultation, daily necessity production and scientific knowledge expanding, making positive efforts and outstanding contributions in this fight.

Virus knows of no national boundaries, but the worst of times reveals the best in people. Stronger international cooperation is needed to jointly tackle this challenge. The Chinese government will always adhere to sharing the epidemic information and effective measures with the world and make contributions to the global fight against the epidemic. In defeating the epidemic, we would like to remain in close communication and coordination with your organization and will be open to any suggestions from you. Thanks again for your long term friendship and strong support on CIESC. We hope to strengthen cooperation with your organization in future for the development of chemical technology in the world.
